Governments are embracing these technologies more and more and will continue to do so, because they have no choice. I think it would be better for them to build their own systems rather than using facilities from the Google's of this world. At the same time, I strongly believe 2.0 may not be formally adopted by governments all over the world and adoption will be a reflection of the technological sagacity of the incumbent. And this could be as a result of so many factors, which could be a research for another wonderful blog as this.
