		<description>I agree that this spectrum is a priority for regulatory changes and licensing.

Among other factors to consider:

1. Over the course of the next 20 years of so, wireless will evolve to use multiple carriers across a wide range of now disparate spectrum. This is taken into account in ITU&#039;s vision of IMT-Advanced.  While the long term visions can be diluted by nearer term commercial and regulatory realities, this should be kept in mind when crafting regulations and licensing regimen so that flexibility to achieve the long term goals is imparted.

2. All-IP, QoS mechanism should displace most use of spectrum as channels.  In the near term it can often be necessary and more efficient to use the old TV block-channel approach.  Evolution of digital technologies enabled personal broadband argue that the coming age of wireless can make more profitable use of spectrum.  Who&#039;s to say that the common mode of TV viewing will be &#039;anytime, anywhere&#039; and some of it participatory. Locking up regulations into analog world block thinking is more a reflection on what has been than what should become.</description>
